许多人在提到巴塞尔银行监督委员会(Basel Committee on Banking Supervision)做恍然状,表示认识这个为银行规定资本标准的机构。他们也可能听说过中央银行的中央银行、巴塞尔委员会所属的国际清算银行。为交易所和证券监管机构设立标准的国际证券委员会组织(International Organization of Securities Commissions,IOSCO)也有人认得。但当你提到国际保险监督者协会(International Association of Insurance Supervisors,IAIS)时,迎接你的是一片茫然。

还有其他各种组织。国际会计标准委员会(. The International Accounting Standards Board,IASB)做的事和你想的估计差不多,尽管身为其中一员的美国人事实上使用着自己的标准,这个标准的名字容易让人混淆——国际财务报告标准(International Financial Reporting Standards)。但IASB衍生出其他监督审计的委员会。甚至还有一个国际机构审计审计审计师的机构——这让人想起赫尔曼·黑塞的最后一部小说《玻璃球游戏》(The Glass Bead Game)。
