几乎五年时间里,“反恐战争”已经成为了一个导致政策南辕北辙并且弄巧成拙的虚假比喻。一个误导性的修辞得到了一字不差地执行,引发了多个战线的真实战争,包括伊拉克、加沙、黎巴嫩、阿富汗和索马里。数以千计的无辜平民惨遭杀害,令全世界数百万人愤怒不已。

然而最近炸毁从伦敦飞往美国的商业飞机的阴谋表明基地组织还没有屈服。这个阴谋原本可能导致比9/11事件更多的人员伤亡,在英国情报部门的警惕之下流产。很明显,这不会是最后一次。

不幸的是,美国公众全盘接受了战争比喻是回应9/11事件的说法。实际上,即使到现在入侵伊拉克已经被广泛承认是一个错误的时候,“反恐战争”仍然是美国政策不得不适应的既定框架。大多数民主党政治人士因为担心被贴上防务不力的标签也对之赞成。
