叙利亚决议的失败

马德里——10月2日,各路叙利亚反对运动在伊斯坦布尔朝着成立“叙利亚国家委员会”又迈进了一步。这是这些各自为政的势力自5月份开始试图领导一场针对总统阿萨德政权的和平起义以来所迈出的最重要的一步。叙利亚国家委员会的成立鼓舞了那些一直在要求更强大、更团结的代表的人的士气。

但成立仅仅两天后,尚在雏形中的委员会就遭遇了第一次重大挫折。法国、英国、德国和葡萄牙联合美国一起向联合国安理会递交了一份叙利亚决议草案,谴责叙利亚的镇压行为,要求叙利亚停止对平民动用武力。

该草案是去年6月提出的方案的糖衣版,使用了“特别措施”、“其他选择”等模棱两可的字眼。该草案强调叙利亚的主权、独立和领土完整,强调当前危机需要通过包容性政治议程和平解决,并呼吁进行叙利亚内部的国民对话。该草案提出用30天时间来研究各种选择,而去年6月的方案只给了15天。
