新德里——当外交部长违反一般惯例,出面向记者保证在本国边境上并没有出现与强大邻国的对峙局势时,人们合乎逻辑的反应就是怀疑“这个妃子是不是太喜欢发誓了”。毕竟,你不会听到加拿大外长否认在本国与美国边境上出现了紧张局势,因为事情的真实情况不言自明。印度外长普拉纳布·穆克吉6月出访北京时有关中印边境不存在紧张局势的说法却让玩世不恭的旁观者得出了相反的结论。

他们这么看是有一定道理的。过去6个月以来,中印长达2,520英里(合4,057公里)的边境线上接二连三地发生了多次事件。其中有明确记录的就达到100多次,包括中国人民解放军针对同一地区的不少于65次入侵——这个地区就是大名鼎鼎的手指区,也就是印度锡金邦一块面积为2.1平方公里的突出地带,该地带与西藏的共同边境有206公里长。

当印度力图淡化相关报导的时候,在印度拉达克地区迪穆绰克边境西段实际控制线以内发生的一次事件却吸引了媒体的注意力。一支军民混杂的调查中国入侵问题的队伍在5月16日遭到解放军三辆装甲车编队威胁后,被迫撤离了调查现场。据称中国士兵摆出了开火的架势,导致印度人为避免枪战事件而撤出了对峙地区。
