欧洲政治的新机会

马德里—大部分欧洲政治领袖都希望欧盟能走出当前危机,变得更强壮、更统一。但危机开始以来,大部分欧盟国家所实施的经济政策让深入一体化遇到了前所未有的挑战——目前已经取得的成就也陷入了危机之中。

金融和经济危机爆发五年已经五年了,反欧洲政治在许多欧盟国家逐渐成为时尚——法国、英国、意大利、奥地利、荷兰、芬兰、希腊、葡萄牙甚至德国都是如此。日渐增加的制度性不满成为欧洲随处可见的后果严重的现实。克服欧洲生存危机、响应人民的变革需求的唯一可行之道是直面欧洲的国内反对者:决不妥协的政治。

欧洲首先需要打破目前所处的衰退、失业和紧缩的恶性循环。这首先意味着把经济政策的注意力重新集中到增长、就业和制度创新上来。通过一路抛弃欧洲人民推进政治统一是不可能的,而这正是一根筋的紧缩给人带来的印象。太多欧洲人相信,牺牲并不能给更好更繁荣的欧洲创造基础,只能把他们拖入致命的混乱。
