维持无以为继的欧元区

发自雅典——当欧元区建立之时,它的缔造者们希望它能逐渐朝着以财政统一,人员自由流动以及政治联盟为特点的“优化货币区”。而这一进程却并未发生,与此同时,正如旷日持久的希腊危机所展现的那样,欧元区依然充斥着结构性缺陷并在内部冲击面前极端脆弱。这个情况很显然是无法维持下去的。

尽管努力去推动财政政策协调一致,欧盟成员国的预算依然无法超越各国政府的狭隘眼界,而北欧各国也继续反对在欧盟区域基金规模本已很小的情况下像穷邻居们更多进行转移支付。此外,劳动者的流动也受到了语言和文化壁垒以及行政瓶颈的严重限制。而“前所未有地紧密”的政治联盟也不再努力吸引公众支持——如果曾经得到过的话——因此也变得不再可行。

越来越多的评论员——而且不仅仅是说英语的那帮——开始质疑这一货币联盟的生存能力。有些人鼓动希腊退出欧元区,这么一个覆盖面更小且各国国情类似的货币联盟可以更强大,也更容易联合。其他人则认为希腊的退出仅仅是一个开端,意味着一个与其初始设计意图背道而驰的进程正在不可避免地徐徐展开。
