欧洲扩张还是普京扩张?

华沙——柏林墙的一个好处在于它明显地标示了欧洲的边界。但如今欧洲的边界问题却成了欧盟争论的源泉。俄国总统弗拉基米尔·普京不久前用导弹对准乌克兰的威胁凸显出什么才是这场争论的赌注。

1989年柏林墙的倒塌迫使欧盟委员会的官员们打开尘封已久的地图,寻找他们一无所知也从不在意的陌生国度。据当时支持东扩的欧盟委员列昂• 布列坦(Leon Brittan)回忆:有些官员和国家甚至期望1989年以前的边界能得以保持。他们觉得即便只东扩至斯堪的纳维亚和阿尔卑斯一线也有些过于冒险。直到1993年,欧盟才正式认可吸收所有前苏联国家入盟是欧盟的一项长期目标。

今天,有关欧洲边界的争论并不仅仅局限在官员和智囊团的范围之内。2005年年中,法国和荷兰的选民否决了欧盟宪法条约草案,他们投否决票的部分原因是东扩过快过猛所引起的担忧。正像一位荷兰教授所抱怨的那样,“我们不愿意让罗马尼亚人来决定我们该如何生活。”
