欧盟新能源政策框架中最看得见摸得着的要素是内部能源市场,如能完善这一市场,能源和相关投资就可以在欧盟内部畅通无阻地流动。这一一体化能源市场将带来巨大的节约——到2030年估计可达每年400亿欧元——从而带来急需的竞争力提振。
