罗马/马德里—中国人正在失去对他们的货币的信心。面临经济增长放缓的局面,中国人民银行采取了恢复人民币稳定的措施,动用其巨额外汇储备支持人民币汇率、阻止资金流出中国。中国人民银行行长周小川反复强调,人民币没有持续贬值的基础,但似乎很少有中国人听他的话。光是2015年四季度,净资本流出就高达3,670亿美元。

但中国国内的信心崩跌并没有阻止西方——特别是欧洲——对人民币另眼相看。国际货币基金组织(IMF)在12月宣布人民币将加入美元、英镑、欧元和日元,成为决定其账户单位特别提款权(SDR)价值的货币篮子,这一决定显然是政治性的。

没人认为人民币满足IMF特别提款权货币入篮标准。人民币不能自由兑换,在中国国内和国外都不能随心所欲获得人民币。一些中资银行外国分支提供人民币计价存款账户,合格投资者可以购买盯住大陆人民币的债务工具。但购买量受到限制。
