欧洲的关键性法国路线

巴黎—在关于欧盟和欧元区未来问题的争论中,德国始终占据着舞台的中心。德国拥有规模最大的经济,占欧元区GDP的28%和人口的25%。它的经常项目盈余目前比中国还要高——从绝对值看,已是世界冠军。此外,尽管加权多数可以在某些问题上否决德国,但谁都知道,没有德国点头,欧元区什么都做不了。

但强调德国尽管不无道理,却不能因此低估法国的关键作用。法国不但占有欧元区GDP的22%和人口的20%——仅次于德国——还拥有欧元区最健康的人口结构,而德国人口数量预计将在下一个十年中有所下降。

与此同时,法国的关键作用要比其规模所体现的更大。事实上,就影响欧洲结果而言,法国和德国是同等重要的,原因有三。
