伦敦—当欧洲央行行长德拉吉公开宣布欧洲央行将“竭尽全力”确保欧元未来稳定时,所引起的效果可谓立竿见影、引人注目。意大利和西班牙国债借贷成本大幅下降、股市反弹、欧元外部价值下降等结果接踵而至。

德拉吉的干预(或者说德国总理默克尔、法国总统奥朗德和意大利总理蒙蒂给他的公众支持)能产生多久的效果还未可知。我们所能肯定的是,德拉吉的话以及它们所激起的反应表明,欧元区的基本问题主要不在于金融和经济,而在于政治、心理和制度。
