欧洲的俄国问题

布鲁塞尔--是朋友还是敌人,还是尴尬地介于两者之间的东西?这就是欧洲正在探寻的关于俄国的问题,而这也是俄国探寻有关近来咄咄逼人的欧洲的问题。俄罗斯石油天然气公司在欧洲的能源供应日益重要。普京总统选择其董事长梅德韦捷夫作为总统继任人更把这一问题突出了。

欧洲和俄国之间的关系几年来每况愈下,但是原先尚且可以控制的包括能源在内的经济问题现在正在由于更为起伏不定的政治分歧而恶化。现在存在毫不掩饰的敌对状态环境的风险,而潜在的代价要大于冷战时期最严峻的阶段。

其中最为明显而又急迫的问题就是科索沃了。现在的可能性就是,明年早些时候欧盟大多数成员国将会承认位于塞尔维亚南部边界的这一阿尔巴尼亚人占人口多数的飞地为一个独立国家。这不仅肯定会让塞尔维亚,也会让克里姆林宫怒火中烧。
