奥巴马带给欧洲的挑战

巴黎—2009年和巴拉克·奥巴马开始担任总统会标志着跨大西洋关系开始进入一个新时代吗?或者经济危机的纵深度和严重性会让过去的分裂徘徊不去?这一危机将会使大西洋两岸出现民族主义的和只顾自己的态度,阻碍期待已久的关系好转吗?如果不是完全恢复这种关系的话?

当然,要下定论还为时过早。即使欧洲左派中的左翼—相当于美国民主党中最自由的派别—表示担心奥巴马已经选定了一个过于温和的内阁,反美国主义的传统形式也必然在欧洲暂停。欧洲人几乎不可能走上街头去谴责美国的“本质”(即美国是什么和美国在干什么),而在布什时代甚至克林顿时代他们就这样做了。自从11月4日以来,美国在欧洲的形象已经大变,而一旦奥巴马接任总统,他的外交风格可能还会巩固这种变化。

但在大西洋两岸的关系领域过多地指望一个人,无论他有多少独特之处,都是不明智的。这也同样适用于全球关系。根本性的问题依然还在,新的问题也可能发生。
