随着伊拉克主权向新政府的移交,美国对伊拉克的占领正式结束。这为欧洲在决定这个重要国家的前途的过程中扮演严肃角色提供了一个难得的契机。欧盟必须摆脱局外人的立场并有所行动。这不单是为了确保过渡政府举行选举并建立一个可持续发展的伊拉克国家,也是为了保全欧洲自身在该地区的利益和价值观。
