关闭关塔那摩监狱背后的欧洲利益

发自布鲁塞尔——多年以来,欧盟一直高调呼吁要关闭关塔那摩监狱,而今美国总统奥巴马也已下定决心照此办理,对此欧盟则准备好了向美国提供政治和现实上的支持,以确保美方能顺利达到这项目标。

对于奥巴马对关塔那摩监狱的评估结论,我们也深有同感,奥巴马指出“关塔那摩监狱已经变成了基地组织借以招募恐怖分子的一个象征。而事实上,关塔那摩监狱的存在似乎制造了比关押在内的囚犯数目更多的恐怖分子。”欧盟对此也相信,我们在防止宗教极端主义和打击恐怖分子招募活动方面的利益,和美国是一致的。

虽然关闭关塔那摩监狱并重新安置其囚犯的首要责任在美国人身上,但欧洲人也希望能从旁给予协助。这也解释了下面一些行为:几个欧盟成员国重新接收了那些关押在关塔那摩监狱的本国公民和居留者;法国最近接收一个曾经入狱的阿尔及利亚籍囚犯;而另外几个欧盟成员国正考虑接收那些被排除了恐怖嫌疑,却因为某些不可抗因素而难以回到其所属国的囚犯。至此欧盟人希望美国也能采取同样的行动:如果在欧洲释放这些囚犯是安全的,那么在美国应该也一样。
