欧盟领导人刚刚举行过会议,从这次《宪法条约》表决失败中汲取教训。但他们不用到处寻找原因,实际上,他们只需正视镜中的自己,直面欧盟成员国领导人太久以来一直耍弄的欺骗性花招所带来的后果。

多少年来,这些领导人一直希望能从改革中牟取利益,同时躲避随之而来的指责,因此他们常会让驻布鲁塞尔的欧盟官员为不受欢迎但却必要的改革措施承担政治怒火。于是他们痛苦地向人民抱怨那些"布鲁塞尔官僚"及其不民主的政策。

但这些领导人忘了人民可能真会相信他们的话。因此当的确赞同欧盟宪法的法国和荷兰领袖询问本国人民对欧盟的看法,他们得到了对自身态度的忠实反映:人们不喜欢改革,也不喜欢"布鲁塞尔官僚",不管有没有宪法全都如此。
