A cashless society would be extremely vulnerable both to lone wolf hackers and to government sponsored technological warfare.

Imagine a hacker took down all financial records of France for instance.
Imagine a foreign government sponsored high electromagnetic pulse erased all German financial records.

No Hollywood movie has featured such a societal disruption and chaotic fight for survival, yet.

One could add under "fintech" future capability to collect taxes immediately "at point of transaction" via mobile terminals. Especially so in tax systems operating on a simple currency transaction tax basis - also known as the "return to the tithe".

Your arguments seem weak and aligned only to protect the hegemony of your employer. Fortunately, in history, every time bureaucrats tried to keep technology down it was technology who won out in the end.

For example:
1) The Alchemists are right - Bitcoin has managed just fine as a currency with monetary policy on autopilot.
2) The Law and Order are right - the social dividend of traceable transactions far exceeds the right to privacy. Finland already allows any person to find out another person's salary and life continues like normal there.
3) The Fintech people are right - blockchain does away with the needs for millions of people in the economy doing nothing other than acting as expensive middle men (e.g. retail banks).

A very good article from the author, it is a shame his institution is based where it is. Cash is safety against inflation, capital controls, civil and other conflicts and is easily accessible and is relatively FREE. All other means of payment have a cost attached to them although some retailers, banks and corporations do charge a fee for handling cash in order to turn people off from using it. At the risk of disappointing some of our German friends, and on average, wallets in Germany hold nearly twice as much cash, about $123 worth, as those in Australia ( and Australia is a continent and a very vast country). The share of payment volume made in cash (1) Germany 82%, (2)Australia 65%, (3) France 56%, (4) Canada 53% and (5) the US 46%. Some German banks acquired additional space recently in order to store the cash that they have accumulated. So Yves, regrettably, the problem yet again appears to be in the ECB's backyard, about time to do some trimming don't you think so?

  There is no handling fee for blockchain like bitcoin. For convenience you can use an intermediary but you can transact directly with any party for free if you are prepared to handle the technology. Newer versions will be both free and easy to use.

To which it can be added that digital payments rely on digital process which can be and often is disrupted. For example Visa Europe crashing for days which happened recently. Cash however is in your pocket and you are acting as your own bank. The idea that digital transactions are costless - often presented by advocates - is ingenious because a transaction is a service and costs will be incurred somewhere and charged somehow or the party offering the transaction will cease to exist. Digital is endorsed by commercial parties seeking to reduce their labour costs and boost profits. Folks worried about ZLB need to worry why it is near not about cash availability. Finally as a consumer why should the cash in my hand be removed when it has been a facility available since shortly after the birth of commerce

  Nowadays hackers demand ransoms payable in Bitcoins. In plain sight. And no Police can catch them as of today.
  
  As of today, crypto currencies are far more uncontrollable for governments than banknotes.
  
  Needless to say that vastly populated regions with almost no access to technology would be sent back to the Stone Age by the first crypto click.

  8 years and going and bitcoin has never been disrupted. Some intermediaries trading in it (e.g. mtgox) were hacked but the then intermediaries trading in dollars have been hacked many times too. Bitcoin / blockchain has proven to be bullet proof against any sort of technological disruption so far.
