G20将于11月在韩国召开峰会,届时将承诺通过多边合作和相互支持来引导世界走出。但是,欧洲的政策大部分都与这一精神不尽相符。尽管欧盟尚未采取限额和关税措施,但有力的“幕后”保护主义者早已出现,比如补贴、救援计划、“购买国货”指令以及针对外国直接投资的新限制措施等。独立观察机构全球贸易预警(Global Trade Alert)指出,G20国家已经出台了超过300种贸易保护措施。
