危机与转型

安卡拉——以多种快速转型并举来形容我们这个时代并不新鲜。但2012年尤其算得上多事之秋,经济危机、政治军事冲突、社会动荡、文化冲突、世界某个角落的环境问题无时无刻不在吸引着公众的注意力。

土耳其的近邻占据了2012年全球政策议程的头把交椅,2013年仍将延续这种格局。我们北面的欧洲正处在创造性毁灭的十字路口,由此产生的深远后果将远远超出欧盟本身的范畴。而在我们南面,对尊严、自由、民主与和平不可逆转的追求正在改变着地区的政治格局。

毋庸置疑,仅靠经济措施无法结束欧盟目前的危机。若要保住地缘政治话语权,欧洲必须对自身及所要完成的使命进行重新定义。欧盟必须确定自身究竟代表价值观群体还是狭隘的地理实体,是否任由上述实体的排外冲动最终削弱欧盟整体的全球话语权。
