欧洲是和平的引擎

欧洲货币一体化的评论家们通常指出,在缺乏政治一体化的条件下,货币一体化注定要失败。我同意评论家们的结论,但却不能苟同他们的假定前提,因为目前为止,与单一货币的成功休戚相关的正是欧盟成员国的政治义务。

换而言之,欧盟确实组成了一个政治联盟。欧洲的经济一体化——从所有方面来看——都反映了将欧洲政治一体化的意愿,在我看来这至少暗示着欧洲的经济和货币一体化是不可扭转的。

自从1952年六国设立欧洲煤炭钢铁联合体(European Coal and Steel Community,简称ECSC)启动了欧洲一体化进程以来,这种不可扭转的趋势就一直保持着。ECSC的目的明显是具有政治性的:消除重型武器生产中所需的两种重要原材料的控制权,该控制权来自曾在史上最为血腥残忍的战争中相互斗争的国家。
