柏林—1997年,当欧盟首次举行增长和就业峰会时,泛欧盟失业率为11%。去年秋天,当欧盟再次举行增长和就业峰会时,情况没有太大变化。欧元区失业率为11.5%——2008年一季度曾达到过6.8%的低点。

欧盟要想兑现其和平与繁荣的承诺,就需要找到办法为更多欧洲公民创造机会。年轻人失业率尤其令人担心,即使是在就业数字相当积极的国家;在劳动力市场情况较差的国家,这意味着潜在社会和政治动荡。

劳动力参与度不但与收入水平相联系,也与自尊、社会包容和社会地位相联系。游离于劳动力市场外增加了贫困和健康恶化的风险,失业状态维持越久,伤害就越大。没有工作的年轻人在日后的生活中的机会也更少——这是对教育和技能的浪费,对国民经济造成消极影响。
