在法国总统选举前的竞选之中,欧洲事务被提及或被讨论过,但是几乎从来没有辩论过。法国大体上只是关心自己的问题,特别是被认为的其政治阶层的运转不良以及法国公众明显的懒惰。人们指责后者是脆弱的经济增长的根源,特别是与美国相比。法国需要有关欧洲事务的辩论,但条件是这一辩论不要沦为自我鞭挞。而这正是欧洲常有的事情。

但是这一辩论的潜质依旧存在,而且,它与两年前主导法国有关欧盟宪法全民公决的竞选大相径庭。欧盟机制的运作,包括欧洲央行、欧盟委员会以及稳定和增长公约等面临严重的批评,但是这些批评并非是以对于国家主权的怀旧的名义进行的。人们并未拒绝欧洲;实际上,人们只是以共同利益的名义、以改善欧盟机制的精神提出批评。

法国总统大选的两个主要候选人罗雅尔女士和萨尔科奇都呼吁建立欧元区的主管经济的政府。当然,这样的一个“政府”已经以欧洲央行的形式存在了。但是,人们需要的是一个机制框架,这一框架将会为欧洲所应追求的主要经济目标,即全面就业和增长确立更大的政治责任,并且至少部分地解决由于欧洲央行从欧元区国家中接管货币政策而造成的民主赤字。
