批准核试禁令

发自斯德哥尔摩/墨西哥城——印尼国会刚刚迈出了历史性的一步,也是令我们这个星球更加远离核武器威胁的一步。印尼批准《全面禁止核试验条约》的意义如何形容都不过分,而这也是余下八个国家批准该条约并使之具备法律效力的黄金机会。

二战结束后这50年来平均每9天就有一次核试验震撼并辐射地球。而这个时代终于在1996年联合国大会通过《全面禁止核试验条约》后走到了尽头。但条约必须在附件中所列44个核技术持有国签署通过后才能生效,否则的话核试验的幽灵将依然萦绕在我们身边。

该条约尽快在全球范围内全面生效的紧迫性无需赘述。一条全面禁止核爆的禁令将阻碍现有核武器库的升级以及新武器的研究开发,消灭现有以及潜在核武国家的核能力。条约还将推动核不扩散以及核裁军,并成为实现全球,地区和国家安全的必要因素。
