为无尽的毒品战争画上句号

发自圣保罗——毒品战争已经迷失了自己的方向,而2011年也是时候抛弃这个折磨人的做法,转而推动一系列与公共卫生,人权和常识有关的新政策。这也是由我本人,墨西哥前总统欧内斯托·扎迪罗和哥伦比亚前总统塞萨尔·加维里亚共同召集成立的拉丁美洲毒品与民主委员会所取得的核心研究成果。

我们对毒品事务的介入是基于一个显而易见的原因:与毒品走私有关的暴力和腐败都是拉美民主的重要威胁。而那种紧迫感则要求我们去评估当前政策并寻找切实可行的替代方案。无数的证据表明,那种着眼于打击毒品生产和吸毒罪行的封堵策略已经彻底失败了。

在奋战了30年之后,所有封堵策略最终取得的成果只不过是将毒品种植区和贩毒集团从一国赶到了另一国(所谓气球效应)。拉丁美洲依旧是全世界最大的可卡因和大麻出口源。成百上千的年轻人依然在帮派火拼中丧命。毒品大亨还是用恐惧和暴力手段统治着所有社区。
