结束台湾的孤立状态

布鲁塞尔——在针对中国镇压西藏的抗议活动和关于科索沃单方面宣布独立的辩论愈演愈烈的时候,台湾于近日举行了总统选举和入联公投,但是这个地区继续受到国际社会孤立的不公正待遇却没有激起任何涟漪。这种忽略不仅短视,而且可能将被证明是危险的。

这种双重标准似乎可以用一种负罪感来解释:西方社会支持科索沃独立在很大程度上是为了减轻他们未能阻止斯洛博丹·米洛舍维奇在科索沃开展的种族清洗运动所产生的罪恶感。同样,大部分国家抗议中国政府对西藏的镇压是因为有无数人见证了中国对西藏文化的野蛮压制。

但台湾却未能引起我们的关注,因为它政治稳定、经济繁荣。自台湾于19世纪末被日本占领以后的100多年来,它始终游离于中国中央政府的管辖之外——而且,它从来都不是中华人民共和国的一部分。事实上,台湾是一个享有高度民主和高标准人权的未获承认的独立国家。但也正是因为台湾从未让自己以受害者的面目出现,国际社会从未对它产生任何负罪感,也因此忽略了它的存在。
