埃及和国际货币基金组织的良机

发自拉古纳海滩——埃及当局和国际货币基金组织达成了一项协议。如果下个月能得到基金组织董事会的批准,埃及将获得120亿美元贷款以推动经济改革。这个三年计划的主要目标是释放埃及的庞大潜力,增强经济增长和创造就业,并解决外汇短缺问题。但这一协议也是改善埃及与基金组织双方关系的一个重要契机——其成果也必将为双方产生深远的互利。

埃及与国际货币基金组织的关系一直以来都止步不前。其中最值得关注的是1977年埃及为换取基金组织融资而减少了国内粮食补贴,导致该国多个主要城市爆发骚乱,造成80多人死亡数百人受伤,以致该协议当即终止并恢复补贴。虽然自那时以后双方也讨论过其他更多协议(包括在2012年);但大多都谈判未果或是被搁置了。

在这种背景下,你就明白为何许多埃及人会觉得基金组织行事霸道,总想将自身的意志强加于别国之上的同时又未能对当地的条件给予足够重视。有些埃及民众们甚至认为基金组织就是西方统治的工具。这种看法导致往届埃及政府不仅回避国际货币基金组织的支持,还推迟了基金组织章程所要求的年度经济磋商会议。
