Las muchas recetas del crecimiento económico

CAMBRIDGE, MA. – El “gran pensamiento” del desarrollo siempre ha estado dominado por visiones integrales de cómo transformar a las sociedades pobres. Desde el llamado “gran impulso” hasta el “crecimiento equilibrado”, desde el “consenso de Washington” hasta las “reformas de segunda generación”, el énfasis siempre estuvo puesto en un cambio al por mayor.

La postura de hoy en materia de desarrollo no cambió en nada. La obsesión prevaleciente con la agenda de la “gobernancia” conlleva un esfuerzo general por remodelar las instituciones en las sociedades en desarrollo como prerrequisito para el crecimiento económico. El Proyecto Milenium de las Naciones Unidas implica un gran impulso de inversión, coordinada y de gran escala, en capital humano, infraestructura pública y tecnologías agrícolas.

Sin embargo, también ha habido disidentes iconoclastas frente a estos enfoques integrales, entre los cuales Albert Hirschman fue, sin duda, uno de los más distinguidos. De hecho, los aportes seminales de Hirschman ahora han sido reconocidos por el Consejo de Investigación en Ciencias Sociales de Estados Unidos, que este año estableció un premio en su honor.
