社会进步为何重要

美国剑桥—过去半个世纪中,经济增长让几亿人拜托了贫困,并改善了更多人的生活。但日益明显的是,仅仅基于经济进步的人类发展模式是不完整的。不能解决基本人类需要、不能让公民获得改善生活质量的能力、不能保护环境、不能为大量公民提供机会的社会不是成功的社会。包容性增长既需要经济进步,也需要社会进步。

4月9日发布的《2015年社会进步指数》(2015 Social Progress Index)明白地揭露了我们只关注GDP的弊端。社会进步指数由麻省理工学院的斯科特·斯特恩(Scott Stern)和非营利组织社会进步组织(Social Progress Imperative)联合打造,它衡量133个国家在诸多社会和环境方面的表现。它是衡量社会进步的最完全的框架,也是第一个独立于GDP衡量社会进步的指标。

社会进步指数包括关于一国社会表现的52项指标,为政府和商界领导人提供了实用的工具用以校准国家表现、将重点放在社会进步最需要的领域。因此,社会进步指数提供了指导包容性增长的系统性实证基础。
