东亚的历史桎梏

东京—东亚外交关系长期被历史绑架。但该地区的“历史问题”最近有升级之势,中国、日本和韩国等主要行动方日益增加的民族主义情绪助长了包括从领土和自然资源到战争纪念和教科书在内的一切争议。东亚国家能够克服冲突的历史遗留问题、构建多赢的共同未来吗?

以美国最紧密的两大东亚盟国——日本和韩国为例。尽管历史分歧长期阻碍着双边关系,但日本首相安倍晋三和韩国总统朴槿惠越来越偏向民族主义的立场进一步恶化了严重对立之势。如果他们不能合作抵制令人痛苦的历史纠纷的复燃,两国关系就会陷入冰点,让中国从中获利。

而在历史问题上最长袖善舞的莫过于中国,中国国家主席习近平也要依靠民族主义让执政合法化。今年早些时候,中国新规定了两个全国纪念日以纪念漫长的抗日战争:9月3日为“抗日战争胜利纪念日”;12月13日为“南京大屠杀死难者国家公祭日”。如果越南和印度也规定某日为1949年后中国入侵两国的纪念日会如何?
