五年前,全球领导人似乎认识到了这一点,他们同意将本世纪全球升温幅度限制在前工业化水平之上2℃以内——超过这与阈值,就有可能引发气候变化的灾难性后果。但迄今仍未采取减少温室气体排放的强大动作。相反,排放大幅增加;结果是去年成为有记录以来最热的一年。
