联合国与人权运动之间的关系一直含混不清。一方面,人权这种意识形态¾就像过去的共产主义和现在的新自由主义一样,人权的确是一种意识形态¾从本质上来讲墨守陈规,依靠各项条约和其它国际国内协定确保其合法性。这里面首当其冲的是《联合国1948年世界人权宣言》。联合国是现代人权运动的发祥地,从很多方面来讲,人权运动从发端后从未真正离开过这里。

从另一个方面,与其说联合国是通往世界政府之路的中转站,还不如说它是颁布人权、平等、以及个人和经济自由领域崇高理想的头号讲坛(不管美国的某些保守极端分子做何感想)。实际上,作为一个政府间机构,联合国制度的核心是所有官员,下至最低级的雇员,上至联合国秘书长,都必须为成员国,特别是强国的利益服务。这种理想与现实间不可调和的矛盾造成了联合国一方面能实现某些人权目标,而另一方面却又阻碍着某些目标的实现。

质疑者只要想想从吴丹到科菲·安南的历任联合国秘书长都不愿会见,甚至在某些情况下不愿在联合国办公地接待那些不幸出生在强大国家的破坏人权行为的受害者就非常清楚了。尽管联合国在理智上致力于推进人权运动的发展,但它却没有傻到为了接待来自西藏或车臣的活动人士而激起中国或俄国人的不满。
