经过三年与美国总统布什的磕磕碰碰之后,欧盟渴望着被当作一个真正的世界级“选手”来对待。许多欧盟领导人在与中国的“战略性合作”方式中看到了这种尊种,而这一新合作方式将有助于抑制超级大国美国的权利。

有些人希望高级军备贸易也能在这一新型合作中有所体现——这一观点最近正在推动欧盟解除对华实施长达15年的军售禁令。 尽管美国极力反对,但是许多欧洲国家却对他们的反对呼声不屑一顾。

但是中国可不是普普通通的贸易伙伴。即使不公开对抗西方价值观和利益,中国也有威胁台湾、谋求亚洲地区霸主地位的企图。当然,这有悖于欧洲和西方世界的利益,更不消说日本、印度和亚洲其他国家了。
