剑桥-他们会还是不会呢?世界各国的贸易部长会最终签订一个新的降低农业补贴和工业关税的多边贸易协定呢,还是会空手而归?当本轮谈判于2001年在卡塔尔的多哈启动的时候,随着随后无数的起起落落、谈判濒于失败以及谈判时间的延长,这个故事就上演了。

最近一轮在日内瓦进行的会谈再次以没有达成任何协议收场。根据一些财经报道和经济学家的说法判断,对它的期望再高都不为过。

 如果这场所谓的“发展回合”以成功结束,就会使在贫困国家的几亿农民脱离贫困并可以确保全球化继续下去。如果“发展回合”以失败结束,就会给世界贸易体系一个几乎致命的打击,使南方的希望幻灭并刺激了北方的保护主义。而且,像新闻主笔急于提醒我们的那样,在世界金融体系在次级抵押贷款危机下岌岌可危以及美国进入衰退的时候,本回合失败的负面影响尤其巨大。
