 哥本哈根-今年十二月,全球领导人将齐聚哥本哈根,就降低碳排放的新气候变化公约进行谈判。然而,鉴于该会议创立的方式,它不可避免的是要失败的。最好的期望是,我们最终能吸取这一教训,以更聪明的方式来应对气候变化问题。

 美国已经明确表示,在哥本哈根会议中,发展中国家必须承诺对碳排放进行实质性的减排。发展中国家——特别是中国和印度——将会是21世纪主要的温室气体排放国——但是,因为在西方国家的工业化时期,发展中国家排放的温室气体非常少,所以《京都议定书》豁免了它们的减排义务。欧洲也勉强承认,没有发展中国家的参与,富裕国家的减排效果有限。
