第二轮遏制辩论

巴黎——冷战开始时,想要遏制和击退共产主义的美国人曾经展开过激烈的辩论。有时这场辩论也被称之为“遏制升级版”,即应该满足于限制苏联的野心,还是有必要采取更为激进的立场?

美国总统奥巴马及其前国务卿(和可能的继任者)希拉里·克林顿近来的口水战让这个问题的辩论再度变得火爆。但今天当西方面临中东“伊斯兰国”和俄罗斯修正主义的双重挑战时,这样的辩论是否还有意义?西方领导人认为这两项挑战可以区别对待,即可以对俄罗斯进行遏制,但必须对“伊斯兰国”实施打击的理念是否正确呢?

基本的理念是西方需要俄罗斯不亚于俄罗斯需要西方,但谁也不希望中东腹地成为伊斯兰狂热份子的庇护所。因此必须通过经济制裁、战略团结和外交接触说服俄罗斯改弦易辙;相反,“伊斯兰国”的野心不可遏制,因此只剩下镇压这一项选择。
