巴黎—一天,俄罗斯城市中将竖起普京纪念碑,下面镌刻着铭文:“让克里米亚回归俄罗斯母亲的人”。也许纪念碑还将在许多欧洲广场上竖立起来,歌颂这位俄罗斯总统是“欧洲统一之父”。事实上,普京快刀斩乱麻地吞并克里米亚让欧洲各国政府对俄罗斯的态度迅速统一起来,其效果远好于数十次双边和多边会议。

上周,在柏林,我发现法国和德国精英们在讨论如何应对俄罗斯对乌克兰的侵略时意见相当统一。当然,说和做是完全不同的。但是,由于普京,欧盟或许已经找到了自柏林墙倒塌以来一直寻觅不得的新故事和动力。

欧洲急需动力。面对俄罗斯改变欧洲后冷战时代秩序的新帝国渴望,欧盟如想表现出强大和可信,就必须以一个声音发声。并且它必须和美国一起发声,正如在冷战期间(大部分时候)那样。
