联合国仍有生命力么?

拥有192个成员国和从安全到难民再到公共卫生的包罗万象的授权,联合国是世界上唯一一个全球化组织。但在美国的民意调查表明三分之二的美国人认为联合国行事不力。很多人认为这个组织被在萨达姆掌权时的“石油换食品”计划中所产生的腐败玷污了。还有许多人认为联合国应该为中东林林总总的无法解决的问题负责。

但这样的观点反映出人们对联合国特点的误解。联合国在更大程度上是其成员国的一个工具而不是国际政治舞台上的一个独立角色。

诚然,联合国秘书长潘基文可以发表演讲、召集会议并提出动议,但他所扮演的角色更多的是一位秘书而不是“长”。有时联合国秘书长被比作一位“世俗的教皇”,他可以运用说服的软实力,但在经济或军事的硬实力方面却很难有所作为。
