贸易谈判破裂谁之过

世界决定将持续五年的全球贸易谈判(即所谓的“多哈回合”)在上月的破裂归罪于美国,这实在令人震惊。我第一个承认布什总统领导下的美国在近几年处理多边关系的问题上确实无所建树。但是指责美国破坏贸易谈判?太欲加之罪了吧。

是否有人注意到十多年以来,美国的进口一直比出口平均高出几千亿美元?人们真地认为美国是通过拒绝进口外国商品才实现如此巨大的贸易逆差吗?

正相反,美国通过其低关税和通常极少的进口限制将自身变成了一座购物乐园。美国人比其他任何国家的人都购买了更多外国产的冰箱、汽车、服装和电脑—真可谓不胜枚举。让世界各地的出口商欣喜的是,那种让多达三分之二的美国人或超重或肥胖的狂欢心态也延伸到了他们的购物习惯上。这个十年以来,不论是经济衰退还是飓风抑或是高企的油价都没能影响美国人的购买欲。
