阿拉伯民主背后的黑手

发自剑桥——阿拉伯世界之所以缺乏民主,其实就是西方利益和当地独裁者结成的邪恶联盟所种下的恶果,而为了自证清白,双方还异口同声地宣称这是该地区的“文化特色”。简而言之,在西方看来,在后殖民时代的中东地区与非民主政权打交道显然更加得心应手,而在那些中东执政者眼中,西方的支持和承认则是打击当地自由民主力量的有力武器,即便此举助长了伊斯兰极端主义的冒起也在所不惜。

而为了维持这个联盟,双方都用尽了胡萝卜加大棒等十八般手段。比如说,西方这些年来对改革和民主的强调简直就是某种威胁,常用的典型口吻如下:“帮我们搞定伊拉克,否则我们就在你家里推广民主人权!”而阿拉伯人这边的回答同样也毫不示弱:“别在我这里搞改革,不然就别想我们支持你的‘反恐战争’!”

被双方视为谈判筹码的有两个重要问题:以色列,还有伊斯兰运动的兴起。当前阿拉伯民众一面倒地将以色列视为一个在西方支持下穷兵黩武,侵占巴勒斯坦领土的外来非法政府,而倘若这样的观点被通过民主的方式表达出来,并左右了阿拉伯国家的对以政策的话,任何和平谈判都将因此变得更加纷繁复杂。
