本周是中国全国人民代表大会颁布香港宪法，《基本法》的15周年纪念。《基本法》旨在建立一个与已故邓小平的“一国两制”政策相适应的政治框架，以体现港人治港，高度自治的特色。
在此政策下，香港的资本主义制度、法制、人民的自由及生活方式保持不变。该政策还规定了民选的行政长官和立法委员会的设立。的确，除了国防和外交，香港在其他方面均可当家作主。
但是，尽管《基本法》承诺实行普遍选举权，它仍对香港回归中国后第一个十年内的民主发展加以限制。其结果是完全的民主要到2007年才被允许实现。
