民主从本国开始

布什政府已经扩大了它的外交政策中心的民主成分。比起单纯扩展美国霸权,这是更为高尚的使命。问题是,布什真的会这么做吗?他真得明白民主的含义吗?

布什政权对沙特阿拉伯的地方选举大家赞扬,但是妇女的权利呢——包括她们的选举权呢?它对委内瑞拉民主选举产生的领导人的倒台拍手称好(如果它并没有积极参与策划他的倒台的话),却继续支持巴基斯坦的军事独裁者。它批评俄罗斯总统弗拉基米尔·普京,但仅仅只是在普京有违商业利益之后。布什政权对俄罗斯的媒体集中化颇为担忧,但却对意大利的媒体集中化却保持沉默。

从更基本的理解层面来说,美国的行为有伪善之嫌。布什政府强调选举重要性,它做得很对,因为不这么做就无法进行选举。但是民主包含的内容远远甚于定期选举,选举的合法性也取决于民主对选举程序本身的信赖度。从这个角度而言,最近两届的美国选举都无法为全世界做出楷模。
