很少有哪一天过去,而没有传出某位政府部长宣布辞职的消息。某种意义上讲,这一点不奇怪。毕竟,仅欧盟内部的25个成员国就雇佣了1000多位部长,如果算上副职的话还会翻番。但部长们为什么会辞职?更有趣的是:为什么尽管有人早该辞职,却没有这么做?

不以实际调查为基础的概括肯定是猜测。部长们辞职往往由于陷入丑闻,这些丑闻近来常与政党筹资有关。仅在意大利就能找到好几个牺牲品。

有些时候,部长们由于所谓的"个人原因"选择辞职。这样的理由可能隐藏着更引人注目的因素,比如美国中情局局长乔治·特尼特不久前的辞职。但托尼·布莱尔失去最出色、也最忠诚的内阁友人Alan Milburn,则纯粹是因为后者希望有更多时间陪伴家人。
