解除俄罗斯的能源武装

发自哥本哈根——随着冬天的临近,居住在中东欧地区的人们又会再度回忆起去年冬天因俄罗斯故意停止天然气供应而带来的森森寒意。那场冲突提醒人们,天然气现在已经变成了克林姆林宫最重要的政治工具,因为它正试图在那些自认为是俄罗斯“近邻”的地区重新确立自己的优先利益。而如果我们依然允许莫斯科在欧洲能源供应上颐指气使的话,那么付出的代价就将非常沉重——不但是欧洲,还有俄罗斯。

欧盟把能源问题视为双边事务来处理的日子已成过去,因为目前有一些较大的成员国正尝试在牺牲欧洲整体利益的情况下维护自己的狭隘利益。对此欧盟迫切需要建立一个共同的天能源政策以及一个天然气的单一市场。倘若不能确立这两方面政策的话,那么可能引发的灾难性风险就是俄罗斯将会设立新的障碍,继续维持这个自普京上台执政以来就已经在全世界眼皮底下实施的“分而治之”策略。

而那条计划在波罗的海底铺设的北溪天然气管道就是一个绝佳范例,让欧洲所面临的问题暴露无遗。该管道由俄罗斯-德国-荷兰三国合资联营,但其中能源巨头俄罗斯天然气工业股份公司却独占51%的股份并因此牢牢掌握着主导权。而铺设这条管道的作用,则是令俄罗斯可以直接将天然气输送到德国而无需借道现有的陆上管道。
