当欧盟准备在这个月晚些时候庆祝《罗马公约》签订50周年时,在外界看来它已是脆弱不堪了。在2005年,荷兰和法国的全民公决出人意料地使《欧盟宪法》草案遭遇决定性的破坏时,人们觉得这就是欧盟的滑铁卢。
