El loro muerto de las conversaciones sobre comercio

NUEVA YORK – La Ronda de Doha de Negociaciones Comerciales Multilaterales (NCM) es la primera negociación que tiene lugar bajo los auspicios de la Organización Mundial de Comercio (OMC), fundada en 1995. Las ocho rondas previas de conversaciones comerciales globales fueron llevadas a cabo bajo el Acuerdo General sobre Aranceles y Comercio (GATT, por su sigla en inglés), tras su creación en 1947.

La NCM anterior, la Ronda de Uruguay, demoró casi ocho años en completarse, lo que llevó a algunos a bromear con que el GATT era un Acuerdo General para Hablar y Hablar. Pero las bromas sobre la Ronda de Doha, que ya va por su décimo año, son mucho peores –comparables al clásico sketch de los Monty Python en el que un cliente sostiene un loro muerto en una jaula mientras el vendedor insiste en que el loro sólo está “descansando”. Cuando el loro se cae de la percha en la jaula, el cliente insiste en que ahora es evidente que el loro está muerto. El vendedor, sin embargo, insiste en que el pájaro sólo está “aturdido” por la caída.

Cada vez con más frecuencia, los líderes políticos como el primer ministro británico, David Cameron, la canciller alemana, Angela Merkel, y el presidente indonesio, Susilo Bambang Yudhoyono, que hablaron elocuentemente a favor de la Ronda en el Foro Económico Mundial de Davos este año, hacen hincapié en que el fracaso de la Ronda de Doha le costaría al mundo réditos significativos en prosperidad, frenaría el progreso de los pobres en los países en desarrollo y reduciría los ingresos reales de los trabajadores en los países desarrollados.
