欧洲需要英国吗?

纽约—许多英国人认为他们的祖国可以在身居欧盟之外的情况下表现完美。英国独立党(UK Independence Party)党员甚至认为英国可以做得更好,许多保守党中的“欧洲怀疑派”也作如是观。他们梦想着英国成为西方的新加坡,成为一个伦敦金融城指挥下的商业帝国。

这就是首相卡梅伦认为有义务为英国人民提供公投机会决定是否留在欧盟这一简单决策的原因。卡梅伦个人并不希望英国离开欧盟,但他知道,未来英国政府要想解决这一问题,需要某种形式的民主赞成。

承诺中的公投期在2017年,为时尚远。许多东西会在这段时间中发生改变。如果欧元区有所进步,那么身处其外的国家怎么做将无关紧要。此外,其他欧洲人也许会同意卡梅伦,更加紧密的欧洲政治联盟毫无必要,如果他们有选择的话——也就是说,如果这不是板上钉钉的话。
