达尔富尔成了国际问题重复出现的最新代名词,同样的问题10年前在卢旺达就登上了头版头条。如果很多人成了国内暴力活动的牺牲品,那么世界应该做何反应?

达尔富尔位于苏丹西部,其人口由阿拉伯和非洲穆斯林构成。2003年初这里爆发了冲突,苏丹解放运动的起义军对政府军发动了袭击,以扩大自治权,为该地区争取更多的经济利益。苏丹政府的飞机管辖的军队(外界称之为Jangaweed)不仅报复性地袭击了武装叛乱分子,还殃及了本该支持他们的达尔富尔平民。无数村庄被清洗、妇女被强奸、非阿拉伯种族被屠杀。

目前的危机可能源于某些冲突,可代价却并非如此。已经有50,000多名男子、妇女和儿童丢掉了性命,150多万人无家可归。这甚至可以称得上是种族灭绝,美国政府就是这么定义达尔富尔事件的,但大多数国家并没有这么认为。
