欧洲应有的政府?

布鲁塞尔—随着行政分支——欧盟委员会内部的最终配置的完成,欧盟也完成了人事交替。整个过程从5月底的欧盟议会选举后开始,总共进行了近四个月,最终结果免不了经过了一系列妥协——对于由28个脾气火爆的民族国家组成的欧盟来说,这并不出人意料。

事实上,欧盟机构的正常运行需要让所有重要选区(左翼和右翼、东欧和西欧,等等)都不会感到自己被排挤。而新的欧盟委员会看起来相当强大,在其28个委员中,有超过20人曾经是总理、副总理或部长级的人物。这些在曾在国内位居要职的人认为,担任布鲁塞尔的职位是值得的。

但大部分关注都集中在欧盟的三个顶级职位上:欧盟委员会主席、欧洲理事会主席以及对外事务高级代表。
