中国改革者可以从欧洲教训中学到什么

布鲁塞尔—2013年所做出的最重要经济政策决策大概要数11月中共十八大三中全会的决定了——市场应该在指导中国经济中起“决定性”作用。目前中国是世界上仅次于欧盟的最大出口国,贡献了大约一半的全球增长,因此北京的决策对世界经济的影响力是最大的,要超过柏林、布鲁塞尔和华盛顿。

但是,尽管中国采取市场经济和改革开放让它在过去三十年中取得了令人惊异的经济成就,但其收入可能已经达到了问题不再是“太少市场”的水平。相反,如今不少中国的关键性问题需要政府扮演更强大的角色。

比如,空气和水污染问题只有在更多的国家干预(包括中央和地方层面)下才能解决。当局目前已将解决这一问题列为当务之急,并且毫无疑问中国有这样做的资源——正如它创造了世界最大的制造业部门。与雾霾和水污染的斗争关系到国家优势:巨量国内储蓄可以用来为治污设备投资提供必需的融资。
