从长远来看,在中国的所有问题中,没有比如何解决经济发展和环境保护之间的尖锐矛盾更为关键的了。没有其他地方的斗争结局比中国西南的云南省喜马拉雅山脚下的更为明显。

云南省是亚洲三条大河的发源地。它们是湄公河、怒江和金沙江。三条河流都发端于青藏高原,平行流淌,穿过云南省的西北角进入东南亚。它们是中国未遭破坏的河流,但是现在却注定牺牲来满足中国对能源动力无法满足的饥渴。根据规划,将沿着蜿蜒于云南山谷中的河道中修建几十个水坝。

我最近在云南省北部小镇丽江北面雄伟的虎跳峡游历,从而有机会参观其中一条河流以及规划中的该国最为有争议的水坝。奔腾的长江其支流金沙江从世界屋脊流淌,从这个十英里长的峡谷倾泻而下,直奔上海和中国东海。如果在这条河流上修建水坝,或者说水坝修建以后,金沙江将为中国沿海城市和工厂提供电力。
